The Oversight of the public budget is a set of procedures and methods carried out by specialized agencies of the state, whether legislative or administrative, and its goal is to follow up the process of implementing the state’s general budget in accordance with the content of the authorization granted by the legislative authority, to ensure the soundness of its implementation by verifying the collection of public revenues and disbursement. Public expenditures were in accordance with the economic goals in the general budget , The "legislative authority" exercises the authority to monitor the general budget in the state through the legal framework, that is, the powers stipulated in the constitution, and the internal rules and regulations that regulate the work of Parliament. As oversight has come to play the main role in protecting the state’s economy, and protecting the state’s public finances from waste and administrative corruption, therefore oversight has taken multiple forms that are appropriate to the political system in every country and at every time, in addition to the different methods and methods of oversight granted to the regulatory authorities, and from the oversight authorities over the general budget. In Iraq, the “legislative authority” is considered the legislative authority that has the original jurisdiction to monitor the public budget. However, the role of the Parliament and the methods granted to it for oversight differ according to the constitutions and the political system in the country. What is meant by “constitutional oversight methods ” are the oversight tools granted to the legislative authority through which Through it, Parliament exercises its oversight over the state’s public budget, These methods are represented by the methods of “parliamentary question, request for discussion, interrogation and parliamentary investigation.” Given the importance of these constitutional methods of oversight, we decided to address the subject in research by explaining those methods of oversight in the previous constitutions of the Republic of Iraq, while comparing them to the effective Constitution of the Republic of Iraq for the year 2005, and then we concluded the research with proposals. And recommendations on the topic.
