Abstract

Although some have elaborated on the alternative forms and forms of cooperation and building distinguished relations with neighboring countries, which need not be repeated, it must be said that the nature of Arab relations with neighboring countries and the current reality they are experiencing still needs to conduct more scientific studies that show the feasibility of different forms of cooperation. Cooperation for the parties concerned...also needs awareness that contributes not only to building a common perception, but rather helps everyone to remove the sensitivities and suspicions that still possess elements of the thinking of all parties and may perpetuate their intended effects. And if others see many calculated steps to conclude a historical reconciliation, they will essentially be like investing in the world. For the historical reconciliation that took place between the East and the West after the collapse of the former Soviet Union, between all parties and according to the permitted forms, it is not unlikely that the concerned parties will reach some frameworks or impose, each according to his point of view, many possible options for framing this effort, even if that matter is related to what It requires prudence in measuring the balance of power and distinguishing between its active components. Here, everyone must not close the circle of actual or expected relationships between them, just as they should not place their thoughts on one straight level. This requirement imposes: everyone’s knowledge of the rules and axioms of common understanding with prudence and calculation to build the outcome of operations for relative relationships. In it and perhaps put it in the scale of numerical or descriptive comparison. The geographically neighboring countries (Iran and Turkey) were not reassured, along the line, by their actions towards the Arabs and their issues based on their frequency and their convictions that these issues were not a permanent situation, so soon the line of revival began to dominate Arab action, forcing those countries to reconcile their actions and perhaps resort to the option of complacency. This matter was made clear more than once, whether with Turkey at the beginning of the fifties of the last century or with Iran at the end of the seventies of the same century. However, anyone who follows the neighboring countries (Turkey and Iran) finds that they are jointly trying to adopt calculated action options to confront the Arabs, whether out of anticipation, anger, or proving a fait accompli. Despite the difficulty of integrating all the facts about the choice of Turkey or Iran into one observatory or one landmark, the volatile circumstances in the region and the nature of the problems and their unity facing all parties made the latter reveal, even if alternately, the nature of its unified performance towards the Arabs, whether by succession, choice, or bargaining.
