Abstract

You can not study the evolution of the concept of human rights in the countries of Western democracy without a follow-up process of democratic development in those countries in general, there is a direct correlation between the two, democracy essenes is to meet citizens' rights, which can not be guaranteed and achievable reality, without mechanisms and most important: (elections, the referendum, the formation of political parties and organizations and their right to practice their activities in public (which provide the actual potential of the citizen to exercise their rights to express their views and to participate in the making of public policy through their representatives in the legislature who have been elected by him freely. The offering scientific justification and stood behind selecting this subject research, research is divided into three sections and a conclusion, I dealt with (the relationship between democracy and citizenship), and accept the second (the political rights of citizens) and third (political effectiveness of the citizen). The conclusion included the most important results of the researcher.
