Abstract

The media has acquired a special identity, a new meaning, and real power. It has become one of the phenomena that affects the daily course of the state and members of society, despite the fact that it is not a new phenomenon. This was helped by the widespread spread of the media, as well as the development of communication and the diversity of its means, which made the world a home or home. One building in terms of the speed of news and information reaching the public, and in the midst of these major transformations, we can understand a fact that has become one of the basic knowledge for this stage of human development, which is that the area of influence of the audio-visual media has expanded to the level that has made it a space through which related dialogues and discussions take place. With the phenomena that occupy a place of public concern, Iraq is one of the first countries in the region that was interested in regulating legislation related to audiovisual media, which was enacted before and after 2003. It is assumed that national legislation regulating those media should have addressed all aspects of the work of audiovisual media institutions, whether traditional or modern, sometimes the specialized legislation in force in the field of media may not keep pace with the rapid technological development of the media, which causes a legislative vacuum that must be addressed.
