Abstract

The Colombian Congress refused to ratify the Panama Canal Treaty, because the financial returns approved by the Treaty are few compared to the expected profits that the Canal will achieve, which will go to the United States of America , And when the US administration found that Colombia, with its political differences, was not close to ratifying the treaty, it supported the rebellion movement in Panama, by encouraging the opposition movement calling for independence, and when the rebellion took place in Panama as planned by the United States, the Roosevelt administration prevented the arrival of Colombian forces to Panama, and thus Panama was cut off. From the Republic of Colombia through the Declaration of Independence of Panama, and within hours of the declaration of independence, the US administration announced its recognition of the independent state of Panama , And a treaty was concluded with her for the purpose of starting the construction of the canal, and this process affected the Colombian-American relations, and when the order was completed for the United States of America, I learned to restore relations with Colombia, Being of importance and a strategic location for the United States as well as its proximity to the Panama Canal, the US administration worked to compensate Colombia for its loss of Panama, but this compensation was not quick because of the difference of views between the leaders in Colombia, and the United States required Colombia to recognize Panama and sign a treaty with it And then signing a treaty with the United States of America to start compensation, but the outbreak of World War I and the United States’ preoccupation with it, and the disagreement over the formula and amount of compensation between Colombian politicians and the Colombian government and the American administration, led to the postponement of the compensation process until after the World War I , After the issue of compensation was completed, the United States restored its relations with Colombia and worked to restore Colombia to the American alliance, and the American administration pursued a policy of good neighborliness and worked to end all differences with Latin countries, especially in the thirties of the twentieth century when the German danger was evident in Europe and the world.
