After the establishment of cultural centers, the growing needs of the population to food, clothing, housing, transportation routes and communications, electricity, water and sewage as well as community services such as health, education, religious services, and the subsequent rise in the level of income and improve the economic level, it all paid residents to work on developing all respect to those services housing, commerce, industry and transportation routes, etc. this is not confined to the population at the present time but extended to a wider than that to develop a five-year plans or decimal by predicting for years to come to meet the growing needs of the population according to the annual population growth rate, and noted that all urban centers deficit significantly in the provision of those services that did not reach the state of denial sometimes, despite the available resources that could be invested properly (optimal) to achieve urban development, especially since most of these urban centers located on the axes of streams or rivers along the main transport and sub-ways.
