Administrative governance in promoting transparency and combating corruption

Administrative governance is an integrated legal framework aimed at regulating the performance of public institutions by establishing the principles of accountability, transparency, and the rule of law. Governance is based on a set of procedures and rules that obligate the administration to be transparent about its decisions, to ensure the clarity of the administrative process and the possibility of imposing control over it. Administrative governance is a corrective and preventive tool at the same time. It works preventively by establishing effective internal control systems and accurately defining powers to prevent conflicts of interest. Its corrective role is evident through activating accountability and investigation mechanisms and imposing penalties on violators in accordance with applicable legal rules. Accordingly, activating the principles of administrative governance contributes to the formation of institutions based on integrity and transparency, and enhances and develops trust between the administration and society . The study in this research is divided into two main sections. In the first section, we will address the theoretical foundations of administrative governance, transparency, and combating corruption. In the first subsection, we will discuss the concept of administrative governance and its importance in public administration. Then, in the second subsection, we will explain transparency, corruption, and their relationship to administrative governance. We have devoted the second section to the role of administrative governance in promoting transparency and combating corruption, and we have divided it into two subsections. In the first subsection, we will discuss the role of administrative governance principles in combating corruption, while in the second subsection, we will discuss the applications of administrative governance in promoting transparency in Iraq and Egypt. Then, we will conclude our research with a general conclusion that shows the most important conclusions we have reached, along with a set of proposals.
