Abstract

This study examines digital transformation in water departments and its impact on enhancing transparency and protecting consumer rights as part of modern public service development. It focuses on the legal framework governing digital service delivery, particularly the citizen’s right to object to bills, submit electronic complaints, and receive official responses from administrative authorities.

The study also analyzes administrative liability for technical errors and system failures within both contractual and tort-based responsibility frameworks, as well as the adequacy of existing legislation in addressing these developments. In addition, it discusses key challenges facing digital transformation, including weak technical infrastructure, limited legal regulation of electronic administrative decisions, and data protection risks

The study concludes that digital transformation significantly improves public service efficiency, reduces direct interaction, and enhances transparency. However, its success requires continuous legal development to ensure consumer protection and maintain a balance between technological advancement and legal safeguards .

To effectively address the study's subject—digital transformation in water utility institutions and consumer rights protection—a streamlined plan was adopted. The study is divided into two sections: the first examines the legal framework for digital development (comprising three subsections), while the second addresses consumer rights protection within the digital transformation system (also comprising three subsections). Additionally, the study includes an introduction providing a brief overview of the topic and a conclusion summarizing the key findings and recommendations, thereby providing a comprehensive view of the study's primary objective.
