Hate speech carries negative connotations, resulting in messages that incite violence, sow division, and discriminate against a particular race, cultural group, or religion. This rhetoric has escalated in the digital sphere, through the incitement and discrimination disseminated by certain entities and individuals across digital platforms.

Hate speech in the digital sphere has become a phenomenon requiring study, as it has fostered a culture of accepting hatred, defamation, and bullying, necessitating a concerted effort to combat it. Furthermore, the lack of a unified international definition has led to several inconsistencies in its legal application.

Given the nature of this topic, it was essential to draw upon several methodologies, most notably the descriptive analytical approach, to elucidate the dimensions of the digital sphere, its role in disseminating hate speech, and to analyze the texts of international agreements and their protection mechanisms, with the aim of identifying effective ways to counter it.

This research is divided into two main sections, each further subdivided into subsections. The first section addresses the concept of hate speech, while the second section examines the role of the digital sphere in spreading hate speech and explores methods for confronting it.

The research concludes that the rise of hate speech via digital media necessitates the development of more effective legal and cooperative mechanisms at the national and international levels, in order to achieve a balance between protecting social peace and preserving the right to freedom of opinion and expression.
