he Islamic Economic Perspective on the Phenomenon of Unemployment

This study aims to examine the phenomenon of unemployment from the perspective of Islamic economics through reference to its primary sources, foremost among them the Holy Qur’an and the Prophetic Sunnah. Islamic economics represents the methodological and economic framework derived from the principles of Islamic law (Sharia), and it addresses the issue of unemployment indirectly through its legislative and ethical foundations, despite the fact that the modern economic concept of “unemployment” is not explicitly mentioned in the foundational texts.
From the Islamic perspective, unemployment is regarded as a multidimensional phenomenon encompassing economic, social, and ethical dimensions. It is not viewed merely as an economic malfunction, but rather as a consequence of shortcomings in achieving justice in the distribution of wealth and resources, as well as in activating the principles of individual and collective responsibility toward work and productivity.
An analysis of Qur’anic texts reveals that, although they are primarily guidance-oriented and legislative in nature, they contain precise indications and clear implications related to work, production, effort, and the cultivation of the earth, along with several interconnected economic phenomena. The Islamic approach to addressing unemployment manifests itself through two main dimensions:
A preventive/theoretical dimension, which focuses on instilling the value of work, motivating individuals toward lawful earning, warning against idleness and reliance on others, and fostering a spirit of diligence and initiative.
A remedial/practical dimension, embodied in the mechanisms established by Islamic law such as zakat, waqf (endowment), interest-free loans (qard hasan), and social solidarity. These instruments play an effective role in mitigating the effects of unemployment and in providing social and economic support networks for those unable to secure employment.
Although the Prophetic Sunnah does not explicitly employ the contemporary term “unemployment,” it contains numerous hadiths that address its underlying causes, emphasize the value of work, and encourage productivity. In this respect, the Sunnah constitutes a complementary legislative framework that reinforces the Qur’anic approach to addressing unemployment.
