This research examines the “Legal Regulation of the Limits of Oversight by Permanent Government Committees in Iraq and Iran” from a comparative perspective, highlighting the divergences and intersections in the oversight mechanisms granted to these committees. The study aims to deconstruct the legislative framework governing the operation of permanent committees, define the scope of their authority in monitoring governmental performance, and ensure that these powers align with the principles of separation of powers and the rule of law. Employing a comparative analytical methodology, the research discusses the effectiveness of these committees in curbing executive overreach and ensuring transparency, while addressing the legal and procedural challenges that hinder their roles in both the Iraqi and Iranian systems. The study concludes by offering a critical vision for amending legislative texts to strengthen parliamentary and internal governmental oversight, thereby contributing to the implementation of principles of accountability and responsibility in public administration, while respecting the constitutional nuances of both nations. The study employs a descriptive, analytical, and comparative methodology to examine and analyze the laws and constitutional provisions governing the standing committees of the Iraqi and Iranian parliaments. It conducts a legal-analytical assessment based on precise criteria and rules closely linked to the core of the research problem, comparing the practical application of the law in both countries through the lens of legal policy aimed at realizing tangible benefits.
