Abstract

This study addresses the issue of extremist content generated or disseminated through artificial intelligence from a criminal law perspective, in light of the rapid technological developments and the widespread use of artificial intelligence technologies in the digital environment. These technologies have enabled the creation and distribution of various forms of digital content on a large scale through the internet and social media platforms. However, such technologies may also be exploited to produce or promote extremist content that may include incitement to violence, spreading hatred, or supporting extremist ideologies.The study aims to clarify the concept of extremist content generated through artificial intelligence, identify its characteristics and various forms, and examine the criminal legal framework for addressing this type of content. It also seeks to analyze the adequacy of traditional criminal law provisions in confronting crimes related to extremist content produced or disseminated using artificial intelligence technologies.Furthermore, the study discusses the legal challenges associated with assigning criminal responsibility for crimes involving extremist content generated by artificial intelligence, particularly in determining whether liability should fall upon the user, the programmer, or the developer of the technology.The research adopts the analytical method by examining and analyzing relevant legal texts and jurisprudential opinions. It also utilizes the comparative method by referring to certain international legislative experiences in combating crimes related to artificial intelligence.The study concludes that the use of artificial intelligence in generating or disseminating extremist content raises significant legal challenges, especially with regard to determining criminal responsibility. Accordingly, the study emphasizes the need to develop criminal legislation in line with technological advancements, strengthen international cooperation in combating AI-related crimes, and enhance the role of technology companies and digital platforms in limiting the spread of extremist content.
