Abstract

This study examines the role of local councils in promoting participatory democracy and analyzing their current status within the Iraqi system, in light of the importance of public participation in managing public affairs and strengthening the relationship between citizens and local authorities. The study explores the conceptual and legal framework of local councils and participatory democracy, as well as the extent to which local councils contribute to enabling citizens to participate in local decision-making, monitor the performance of authorities, and help determine development and service priorities. It also highlights the current reality of local councils in Iraq and the legal, administrative, political, and financial challenges that affect their ability to perform their functions and achieve effective public participation. The study adopts a descriptive-analytical approach by analyzing the relevant constitutional and legal provisions and examining their compatibility with the requirements of participatory democracy. The study concludes that strengthening the role of local councils requires developing the legal framework governing their work, activating mechanisms for community participation, and supporting administrative and financial autonomy, thereby contributing to improving local governance and consolidating the principles of participatory democracy in Iraq. Accordingly, this study aims to examine the role of local councils in fostering participatory democracy and to analyze their current status within the Iraqi system. It does so by outlining the conceptual and legal foundations of these councils, illustrating the ways in which they contribute to achieving public participation, and identifying the key challenges they face, ultimately offering a set of proposals to enhance their performance and strengthen the effectiveness of participatory democracy at the local level.
