This study examines crisis and disaster management within the Japanese political system as an advanced model of effective leadership and institutional efficiency. It analyzes the legal and regulatory frameworks and the coordination mechanisms between central and local governments in disaster response, particularly earthquakes and tsunamis. Crisis moments reveal the true capacity of government institutions and the competence of their leadership in delivering effective responses and preserving national cohesion. The study concludes that the success of the Japanese model stems from the integration of political leadership with proactive planning, institutional preparedness, and a supportive societal culture that enhances effective response. It also highlights the role of institutional structures in absorbing shocks and transforming them into opportunities to rebuild governance systems and develop national response mechanisms. The findings suggest that this model can be adapted by other countries in accordance with their specific institutional contexts. This research employs a descriptive-analytical approach, describing and analyzing the legal and institutional frameworks for crisis and disaster management in Japan, and examining the role of political leadership and institutional coordination mechanisms in disaster response. The research also utilizes an analytical approach to study case studies, such as earthquakes and tsunamis, to assess the effectiveness of the government's response and draw conclusions. The research assumes that the success of the Japanese political system in managing crises and disasters is due to the integration of effective political leadership with institutional efficiency, through advance planning, clear legal frameworks, effective coordination between different governmental levels, in addition to community preparedness, which contributed to reducing the effects of disasters and enhancing the ability to recover.
