Abstract

This study examines the development of municipalities in the city of Kirkuk during the period (1921-1958), focusing on their origins, historical evolution, legislative and administrative frameworks, services provided, and the challenges they faced. The research shows that Kirkuk’s municipality was influenced by the Ottoman administrative heritage and the modern Iraqi state legislation, particularly the Municipalities Law of 1931 It also highlights that population growth and the discovery of oil posed additional challenges to municipal service delivery, while administrative and legislative organization laid the foundations for modern municipal whorl. The study concludes that examining Kirkuk’s municipal experience provides a comprehensive understanding of local governance in Iraq and offers valuable lessons for the development of contemporary municipalities.
