Administrative reform strategies and ways to develop them

The success of implementing any development plan is linked to the progress a country makes in reforming the administrative apparatus responsible for executing this plan. This makes administrative reform processes a priority within national strategies. This study addresses administrative reform, defined as an organized collective effort aimed at bringing about structural changes in the existing administrative apparatus to enhance its effectiveness in accordance with the prevailing political, social, and economic conditions. This is achieved through improving work methods, training and qualifying individuals who lead the administrative process, and preparing a suitable legal and legislative environment that enhances the capabilities of the administrative apparatus and improves its performance level.
The study examined the stages involved in the reform process, and it was found that most researchers agree that the process of change in the administrative apparatus does not occur all at once but is divided into a series of interrelated partial operations that collectively form the administrative reform process. The majority of reform experiences indicate that this process requires significant material, human, and informational resources. The stages are intricately and transparently interconnected, necessitating the securing of all guarantees to ensure the resilience of each stage, as it is a complex and challenging endeavor.
The study concluded that it has become essential to shift from the traditional judicial system to a digital one in line with the state's modernization efforts, considering the rapid advancement in the use of information technology tools and means. Digital transformation has numerous and diverse benefits, including, but not limited to, significantly reducing costs and efforts while improving and organizing operational efficiency. It also enhances service quality and simplifies procedures for obtaining services provided to the public, creating opportunities to deliver innovative and creative services away from traditional methods. This, in turn, contributes to fostering public satisfaction and acceptance towards the services of institutions or companies. Mobile applications and e-commerce websites are among these methods. Once these concepts are implemented, a vast amount of data and information will be generated, which will assist decision-makers in monitoring performance and improving the quality of services offered. Additionally, analyzing this data will facilitate decision-making and assist in defining goals and strategies.
