Modern human resources management and its challenges in the era of artificial intelligence in the Holy Karbala education directorate is a crucial focus for understanding the radical transformations imposed by artificial intelligence (AI) on Educational Management in a local Iraqi context. The research discusses how artificial intelligence is reshaping traditional human resource management functions, from recruitment and training to performance evaluation and professional development, in an educational environment facing structural challenges such as lack of digital training, weak technological infrastructure, and cultural resistance to change. Dialectically, the research highlights the contradiction between the promising opportunities offered by artificial intelligence – such as automating recruitment processes, customizing training programs, and analyzing data to predict human needs – and the real challenges that hinder its adoption in the Holy Karbala Directorate of education, where the educational sector remains affected by limited resources, the digital divide, and fears of job loss or erosion of the human side in education. The research analyzes this duality through a theoretical framework that combines strategic human resource management models and intelligent applications, focusing on how artificial intelligence has turned from an auxiliary tool into a factor of radical change that threatens the balance between technical competence and traditional pedagogical values. On the practical side, the research is based on an applied field study in the directorate, including a survey of the opinions of administrative leaders and teachers on the readiness to integrate artificial intelligence, with a statistical analysis of the data collected through tables and indicative tests to measure differences and correlations. The analysis shows that the opportunities lie in raising the efficiency of performance management and reducing costs, while the challenges highlight the lack of digital skills, ethical risks such as algorithmic bias, and the need for new regulatory policies. The research concludes that the successful adoption of artificial intelligence requires a dialectical balance between technical innovation and preserving the human character of education, with practical recommendations for the development of training programs and technical partnerships to overcome structural obstacles in the local context of Holy Karbala.
