Abstract

This research aims to examine the impact of artificial intelligence (AI) on reshaping the international balance of power, in light of the rapid developments in AI technologies and their transformation into one of the most important sources of power and influence in the contemporary international system. The research is based on the hypothesis that the rapid advancement of AI technologies has contributed to a transformation in the sources of international power through its impact on military, economic, technological, and security capabilities. This transformation has consequently affected the nature of competition among major powers and the future of the international system.
The research adopts the descriptive-analytical approach to analyze the relationship between artificial intelligence and the elements of comprehensive state power, in addition to the comparative approach to compare the approaches of major powers in the field of AI, particularly the United States, China, Russia, and the European Union. The research also draws on several theoretical approaches, most notably Realist Theory, Liberal Theory, and the concept of Smart Power, in order to explain the impact of technological development on international relations.
The research concludes that artificial intelligence has become one of the significant determinants of international power, and that possessing advanced capabilities in this field provides states with strategic advantages in the military, economic, and technological domains. It has also contributed to intensifying competition among major powers and redefining the sources of power and influence within the international system. The research further demonstrates that the continuation of the technological gap may increase disparities between developed and developing countries, while international cooperation and the establishment of appropriate legal and ethical frameworks can contribute to mitigating the r, developing human capital, isks associated with the uncontrolled use of artificial intelligence. The research recommends increasing investment in scientific research and innovation
supporting peaceful applications of AI, developing digital infrastructure and cybersecurity, and strengthening international cooperation in the field of artificial intelligence. Such measures can contribute to ensuring the safe and responsible use of this technology and enhancing states’ ability to address the anticipated transformations in the international balance of power.
