Abstract

Political Compatibility is an analytical approach to the performance of the Nineveh Provincial Council members. This study indicates that consensus represents a mechanism aimed at maintaining political stability and ensuring diverse participation of political and social actors in decision-making. The ultimate goal is to achieve representation that reflects the diversity and pluralism that characterize Nineveh, reduce the intensity of conflicts, and thus meet the aspirations of various groups in a way that achieves political balance and national integration. However, the actual implementation of consensus reveals significant challenges, most notably the lack of trust among the concerned parties. This weakens its effectiveness and threatens its continuity as a coordination mechanism. Furthermore, due to political and partisan polarization, it has transformed from a coordination mechanism into a system of power-sharing, resulting in a lack of effective oversight, accountability, and the avoidance of course correction. Given these circumstances, there is a clear need to develop more transparent and effective working methods to enhance trust among the consensual parties. This will contribute to improving institutional performance and strengthen the Nineveh Provincial Council's ability to meet developmental and political demands through a system of reforms that improve the performance of council members and their ability to fulfill their responsibilities. With their legislative, executive, and oversight duties. The study is organized into an introduction and a theoretical section comprising two parts: the first clarifies the concept of political consensus, while the second outlines the legislative, executive, and oversight functions of provincial council members. The third part—the practical component—addresses the challenges facing the implementation of political consensus and its impact on performance, whereas the fourth part identifies proposed mechanisms for enhancing consensus-based performance. The study concludes with a summary and findings.
