Abstract

Educational services are listed as one of the most important types of the public services, in general, and social services in particular. They are generally considered to be the good predictors of the degree of development or lack of development of any particular territory, so the analysis of educational service delivery assumes the comparative academic significance at the different administrative levels, the regional and governorate, the district, sub-district, urban, and neighborhood. The current paper, then, examines the service capacity of kindergartens in the city of Chamchamal, with the view of evaluating the adequacy of kindergarten service provision and determining the available gaps and inadequacy in terms of space. The research also aims at illuminating the current state of affairs in the offering of kindergarten services in the city. The research problem is based on the failure of kindergarten services compared to the population size and the further spatial development of the study area. Kindergarten stage that includes the age group of 4 6 years old is seen as one of the most important and developmental stages of childhood because it provides the educational basis on which the further stages of education will be based and will have a long-term effect on the later stages of formal education. In order to respond to the research questions, the study takes a spatial analysis method whereby kindergarten services are either categorized as governmental and non-governmental and analyzed at the neighborhood level. They are then compared to the standards of Iraqi urban planning in terms of their adequacy and their spatial patterns are mapped and analyzed by application of Geographic Information Systems (GIS).
