Abstract

This research examines the origin and development of the referendum within modern political systems, while outlining its various types, particularly constitutional, legislative, and political referendums. It also reviews the essential conditions required to ensure its validity, such as freedom of voting, clarity of the question, and the presence of guarantees of integrity and transparency.

The study aims to highlight the importance of the referendum and its role in consolidating popular sovereignty by analyzing the factors that contribute to its success and minimizing its drawbacks in practice, in order to achieve the principle of popular sovereignty effectively.
