Referendum is considered one of the most prominent features of direct democracy, and it represents a fundamental means through which the people express their political will and exercise their freedom of decision-making, thereby enhancing their active participation in the exercise of sovereignty.
This research examines the origin and development of the referendum within modern political systems, while outlining its various types, particularly constitutional, legislative, and political referendums. It also reviews the essential conditions required to ensure its validity, such as freedom of voting, clarity of the question, and the presence of guarantees of integrity and transparency.
The study aims to highlight the importance of the referendum and its role in consolidating popular sovereignty by analyzing the factors that contribute to its success and minimizing its drawbacks in practice, in order to achieve the principle of popular sovereignty effectively. Referendum means the people and the nation to agree or reject an issue, that is, referendum means to give the people the opportunity to accept Their views are the approval or rejection of any general issue, whether the issue in question is legal, constitutional or political be with yearَfault committee head" The purpose of a constitutional referendum is to present a general issue on a nation, and the people of that nation to go and decide on it yes or no
The referendum must include two genders; one; It must be a general matter that relates to all people. The people must express their opinion, whether they agree or reject it. A referendum is the presentation of laws to the people in parliament, whether they are accepted or rejected, because the law has legitimacy completely not until approved by the people In other words, a referendum is a democratic process or a public vote for all the people of a particular country or region to ask questions about their views On any sensitive and complex issue that is of great importance to the people of that country or region
