The role of specialized bodies in dealing with administrative corruption in Iraq

Abstract

This research aims to analyze the role of specialized oversight bodies in combating administrative corruption in Iraq, given the challenges the country faces due to widespread corrupt practices and weak governance. The Federal Integrity Commission and the Federal Board of Supreme Audit are among the most prominent institutions responsible for oversight and uncovering administrative corruption crimes in the public sector.

The study shows that these bodies perform essential tasks, including investigating suspected corruption, monitoring the financial disclosures of officials, auditing government accounts, monitoring the performance of public institutions, and promoting transparency. They also play a significant role in raising public awareness of the dangers of corruption and cooperating with international organizations to enhance their technical and administrative capabilities.

Despite these efforts, the effectiveness of oversight bodies in Iraq continues to face a number of challenges, most notably political interference, a shortage of specialized human resources, weak coordination between oversight and judicial institutions, and the complexities of the administrative environment. Furthermore, the lack of advanced digital infrastructure limits these bodies' ability to implement modern oversight tasks and uncover violations quickly and effectively. The study concludes that strengthening the role of specialized oversight bodies in combating administrative corruption in Iraq requires supporting their independence, investing in staff training, and developing their technological systems, as well as activating cooperation among various state institutions. The research also emphasizes that improving governance and transparency are essential prerequisites for building a public administration capable of confronting corruption and mitigating its effects on stability and development.
