Mechanisms for addressing conflicts of administrative powers between the central government and the provinces not organized within a region

The research addresses the topic of mechanisms for resolving conflicts of administrative powers between the Federal Government (the Center) and the governorates not incorporated into a region in Iraq, in light of the 2005 Constitution and the amended Law of Governorates No. 21 of 2008.
The study proceeds from the premise that administrative decentralization was constitutionally established and granted broad powers to the governorates; however, practical application has revealed overlap and conflict in competences, particularly at the boundaries separating the exclusive powers of the Federation from the concurrent (shared) powers, as well as in the process of transferring powers from the federal ministries to the local governments.
