The role of UN agencies in activating humanitarian intervention to protect human rights

The aim of this research is to explain the role of the United Nations bodies in activating humanitarian intervention to protect human rights, through the study of the competencies and mechanisms used by the main and subsidiary bodies of the international organization in the face of serious violations that threaten human life and dignity, as well as to evaluate the effectiveness of these bodies in achieving a balance between respect for the principle of state sovereignty and the need to protect basic rights and freedoms. And the importance of the research lies in the fact that it deals with one of the most important contemporary issues in international law, which is the extent of the international community's ability to intervene in the face of humanitarian crises, as well as clarifying the role played by the United Nations in developing the international human rights protection system and uncovering the challenges that hinder performance. The research was based on the analytical descriptive method through the study of the texts of the United Nations Charter and related international agreements, the resolutions of the United Nations bodies and practical practices, as well as the description of the nature of the operation of these bodies, and the critical method to evaluate the effectiveness of international humanitarian intervention. The research has reached a group of results, the most prominent of which is that the Security Council represents the most effective tool in the field of humanitarian intervention to have the necessary powers, but its effectiveness is affected by political credibility and the right of veto, and the Human Rights Council and the High Commission for Human Rights play an important role in monitoring and verifying and strengthening international protection despite the limitation of their executive powers, and that the development of the humanitarian intervention system requires strengthening the independence of the United Nations bodies and establishing clear legal criteria to ensure the protection of human rights without unlawfully infringing on the sovereignty of states. As the study shows, enhancing the effectiveness of humanitarian intervention requires the development of coordination and cooperation mechanisms between the United Nations and regional and international organizations, in order to contribute to the speed of response to humanitarian crises and the reduction of effects. The study confirmed the necessity of reforming some aspects of the institutional system of the United Nations, especially those related to decision-making mechanisms, in order to achieve more effective protection of human rights and enhance adherence to the rules of international law.
