Abstract

Oversight constitutes an administrative function required at all administrative levels, though its nature varies according to the specific administrative authorities involved. While "oversight" is a long-established concept, the expansion, proliferation, and growth of public administration bodies in modern times have elevated it to a political pillar within the administrative organization—essential for safeguarding the state's public interest and protecting citizens. It is a legal means based on the principle of law the framework of the state's constitutional and political unity, designed to preserve that unity—as well as administrative cohesion—against any deviation that might threaten the integrity of Iraq's federal structure.

The Iraqi legislator adopted a new system that combines decentralization and federalism at the same time. Through the constitution and the law of provinces not organized into a region, it granted the provinces powers that are identical in content to those powers enjoyed by the regions, without taking into account the dividing criterion between administrative decentralization and political decentralization, which led to a conflict and contradiction between both the federal government and the local authorities.
