The role of e-government in reducing administrative corruption

This study examines the role of e-government in reducing administrative corruption, as one of the modern mechanisms for reforming public administration and enhancing the principles of transparency, integrity, and accountability. Technological development and digital transformation have brought fundamental changes to public service delivery by minimizing direct contact between public officials and citizens, simplifying administrative procedures, and adopting electronic systems for processing transactions, thereby reducing opportunities for administrative corruption. The research aims to clarify the concepts of e-government and administrative corruption, analyze the relationship between them, and assess the effectiveness of e-government in combating corruption, while highlighting the main legal, administrative, and technical challenges facing its implementation. The study adopts a descriptive-analytical approach, supported by an inductive method, through analyzing relevant legal texts and academic studies. The research concludes that e-government represents an effective tool in reducing administrative corruption when supported by an adequate legal, organizational, and technical framework.
Adopting electronic systems helps reduce the discretionary power of public employees and limit professional misconduct. However, legal, administrative, and technical challenges still hinder the full implementation of e-government in public facilities. Furthermore, the limited digital literacy among some employees and citizens negatively impacts the effectiveness of e-government.
