Digital Drugs: A Study in International Law

Abstract

         Drug abuse is no longer limited to traditional drugs. A new type of drug is spreading rapidly around the world, without restrictions. Drug abuse methods have evolved into digital forms, keeping pace with the rapid development of internet technology, under the name "digital drugs," also known as "i-DOSER." ,It is electronic in nature and transcends spatial and temporal boundaries. It is considered one of the most dangerous phenomena that has spread widely in the world and the Arab world, because it has become available to everyone, and sometimes free of charge, especially in the beginning, in addition to the difficulty of methods of proving it and arresting its perpetrators. It takes the form of audio files containing different frequencies, designed to simulate hallucinations and the euphoria that accompanies them. It affects the brain and nerves and produces the same effects as traditional drugs. It is consumed online in a variety of ways and is professionally managed to keep pace with the technological advancements of the current generation of smartphones, computers, and other devices. Websites promote and sell it at low prices, targeting young people and teenagers in particular, without any legal deterrent, thus making it legal. These sites offer their users a choice of a wide variety of musical tones, available in varying doses, allowing them to choose the type of music and the desired dose. Hence, the idea of ​​this research emerged as a call for legislation at the international and national levels to fill this troubling legislative gap by enacting criminal and punitive texts on the one hand, and monitoring deterrent measures on the other.
