Abstract

This research, entitled "The Attitudes of Baghdad’s Public towards the Projects of the Ministry of Construction, Housing, and Public Municipalities – A Case Study of Traffic Congestion Relief Projects", aims to shed light on the perceptions of Baghdad residents regarding the infrastructure initiatives undertaken by the Ministry, particularly those aimed at alleviating the escalating traffic congestion in the capital. The significance of this study lies in its focus on a vital issue that directly affects citizens’ daily lives.

- Chapter Two presents the theoretical framework, focusing on the concept of attitudes, their formation, types, and the influential role of media in shaping and modifying public attitudes toward societal issues, its classifications, and the mechanisms through which media exerts influence, considering the public as a key variable in understanding the acceptance or rejection of governmental policies and initiatives، then explores the history, roles, objectives, and affiliated departments of the Ministry of Construction, Housing, and Public Municipalities

The results indicate that traffic congestion relief projects — including the construction of modern bridges, tunnels, and urban roads utilizing advanced designs and contemporary construction materials — have contributed to some improvement in traffic flow in specific areas. However, public opinion remains divided regarding the efficiency of project implementation and the fairness of their geographic distribution.

Accordingly, the study recommends enhancing direct media communication with the public and activating awareness campaigns to clarify project details and their benefits, thereby fostering greater public trust and societal acceptance of the Ministry’s policies.
