Abstract

After the issue of food security is one of the priorities of the economic policy country seeking to achieve balance , the resources and sources available in a country that lacks economic balance come in a way that alleviates the severity of the problems facing some countries that have suffered from low levels of food abundance due to the shod age of its resources, which caused many famines, because the prevailing feature in our current time is the imbalance between the populations needs for food resources and the ability of that country to produce what meets the populations requirements of food security, based on the fact that providing appropriate food for every individual is a right of his basic rights of importance in the lives of humans, peoples and nations, as stipulated in the Universal Declaration of Human Rights in Paris 1948 under Resolution (217) Article (25) Everyone has the right to a standard of living adequate to ensure the health and well-being of himself and of his family especially in terms of food , clothing, housing and medical and social care. Accordingly, it can be said that one of the most important experiences and main experiments learned from the experiences of countries is that food shortages, insecurity and malnutrition are a complex problem that cannot be solved by one party or a specific sector rather it requires addressing the direct and underlying causes of the security of resources that causes hunger and talking various measures in agriculture production , agricultural productivity, rural development, fisheries, social protection, public works, trade and markets, depending on the economic context. These measures require adopting methods, policies and programs that are formulated and implemented in social, political and economic environments that guarantee and ensure ways to provide food security according to considerations, standards and legal frameworks that address the causes and influences in a way that enhances individuals rights to food what embodies the university of the problem is that October (16) of each year has been designated as World Food Day which confirms the importance of providing food in the lives of individuals, as it is important factor in the stability and well-being of countries, such that it motivates them to direct their resources to development and construction to continue increasing the capabilities of peoples towards sustainable social development that guarantees the development and improvement of social life in a way that advances all areas that would achieve stability and human and food security for individuals .
