Abstract

This section examines the contemporary challenges facing the implementation of international human rights law, focusing on two main aspects: political and economic challenges, and technical and social challenges. The rapid development of digital technologies and the widespread use of social media have introduced new forms of violations, including data surveillance, cybercrimes, and the dissemination of misleading information, which undermine the effectiveness of rights protection. Furthermore, social factors such as poverty, economic disparities, cultural traditions, and forced displacement affect the state’s capacity to fulfill its international obligations.

The study also emphasizes that overcoming these challenges requires updating national legislation to address technological advancements, enhancing the capacities of judicial and administrative institutions, raising public awareness, and empowering civil society and citizens to participate in rights protection, alongside strengthening international and regional cooperation. Adopting comprehensive and integrated strategies ensures that legal texts are translated into practical measures that safeguard human rights and promote justice and stability. This research aims to identify the nature of the challenges facing the implementation of international human rights law, analyze their causes and effects, and propose ways to overcome them and promote respect for fundamental human rights.  The research employs a descriptive analytical approach, examining international legal texts and analyzing the contemporary human rights landscape to bridge the gap between theory and practice and draw objective conclusions.
