Abstract

Digital transformation in Iraq is not merely a technological choice but a strategic investment in the nation’s future, aimed at enhancing the quality of life, fostering economic growth, and achieving sustainable development. Although the path toward comprehensive transformation faces various challenges, such as infrastructure deficiencies, skill gaps, and resistance to change, the existing governmental commitment and international support provide significant strengths to be leveraged. The ultimate challenge lies in translating these strategic plans into a tangible reality by strengthening inter-institutional coordination, securing necessary funding, and investing in human capital to ensure that digital transformation fulfills the aspirations of the Iraqi people in building a modern and advanced state. To achieve the study's objectives and address the research question, the descriptive-analytical approach will be adopted, as it is the most suitable methodology for this study. This approach will be used to describe the current state of digital transformation in Iraq, analyze the factors influencing it, and assess the impact of challenges on the performance of government institutions.

Despite the efforts made, digital transformation in Iraq faces significant challenges that could hinder the achievement of its ambitious goals. The core issue lies in the following question: What are the most prominent challenges impeding digital transformation in Iraq, what is their impact on the efficiency of government institutions, and to what extent can the Iraqi government overcome them to achieve sustainable development?The weak information and communication technology infrastructure, the digital skills gap, and the lack of coordination among government institutions are among the most prominent obstacles hindering the effectiveness of digital transformation programs in Iraq.
