This study aims to examine the impact of strategic leadership, represented by its dimensions (vision and flexibility), on institutional excellence, represented by its dimensions (quality and job performance), at the General Directorate of Education in Nineveh. The research adopted a descriptive–analytical approach. Data were collected through a questionnaire distributed to a sample of administrative employees and analyzed using SPSS, employing descriptive statistics, correlation coefficients, and multiple regression analysis.
The results revealed that strategic leadership is practiced at a high level, with strategic vision having the strongest impact on enhancing quality and job performance, followed by strategic flexibility. The findings also indicated that job performance was at a high level, while institutional quality still requires further development. Moreover, the results confirmed the validity of the main hypothesis, demonstrating a statistically significant relationship between strategic leadership and institutional excellence.
The study recommends strengthening the clarity of strategic vision, increasing flexibility in administrative policies and procedures, and developing an integrated institutional quality system based on clear performance indicators. It also suggests expanding future research to include other variables such as organizational culture and job motivation.
Accordingly, the research recommends enhancing the clarity of the strategic vision and expanding internal communication programs, along with increasing administrative flexibility and streamlining procedures, while adopting an institutional quality system based on clear standards and measurable performance indicators. It also suggests expanding future studies to include additional variables such as organizational culture and employee motivation, thereby enriching the overall understanding of the factors contributing to institutional excellence in the Iraqi context.
