Corruption is a multifaceted phenomenon, and one of its most prominent forms is what is known as deviation, which refers to straying from the prescribed path and violating societal norms and standards. Corruption manifests in various forms, including administrative, economic, and social corruption, whether at the individual or collective level. This is closely linked to the absence of organizational behavioral standards and legal compliance, which makes it imperative for researchers to devote greater attention to this issue in order to enrich intellectual discourse and attempt to curb the alarming spread of corruption across many administrative sectors.
Efforts to combat corruption also face numerous challenges and obstacles that hinder the achievement of their intended goals. Among the most significant of these challenges is political, social, and economic instability, which negatively affects the implementation of national plans. In addition, there is a lack of seriousness among some government agencies in enforcing central directives, as they become preoccupied with secondary matters that distract them from core objectives, despite the availability of resources and the genuine desire among many to pursue administrative reform at various levels.
Another major challenge is the lack of clarity in the objectives of administrative reform, which leads to confusion in implementation and deviation from planned strategies. Furthermore, the presence of groups of employees whose interests are tied to corruption and administrative misconduct—some of whom occupy influential positions—contributes to an environment of mistrust and widespread frustration.
