Abstract

Documenting Qatar's modern history is a pivotal aspect, as it is linked to numerous backgrounds that were documented and recorded throughout various eras. These had a significant impact on various developments witnessed in subsequent periods. There is no doubt that the period during which the Al Thani family ruled—and continues to do so—was a pivotal period in Qatar's modern history, particularly the period of Sheikh Ahmed bin Ali. Despite the short duration of his rule, it was full of political, economic, and cultural developments. Sheikh Ahmed bin Ali's political role was deeply intertwined with Qatari society. Political reform was a response to his people's demands to establish a Shura Council from the ruling family, including an elite group of citizens. His domestic and foreign policies centered around the vision of modern Qatar, which focused on modernizing and developing the administrative aspects and organizing the modern Qatari state.

With regard to economic reform, this study highlights Sheikh Ahmed bin Ali's investment of the country's growing oil wealth since 1962 in building modern government institutions and developing vital sectors such as education and health. The study also discusses his steps to enhance political stability and establish the foundations of the modern state by improving Qatar's foreign relations and developing the administrative system.

Just as political stability leads to economic development, culture is a reflection of peoples' true modernization and renaissance. Qatar was able to advance in establishing infrastructure for education, health, and community services (water, electricity, and roads).

This study highlights the efforts of Sheikh Ahmed bin Ali Al Thani in leading Qatar towards modernization and development by reviewing his reform and economic policies and analyzing their impact on Qatari society during this pivotal era. The study also sought to provide a broad understanding of his role in laying the foundations that paved the way for Qatar's modern renaissance, and the transformations the country has witnessed as part of its journey toward progress and development
