Artificial intelligence has ceased to be merely an advanced electronic tool; it has evolved into a sophisticated digital system capable of analysis, interpretation, and decision-making. This transformation has rendered it an emerging force that marks a new qualitative technological shift in human history. Despite the multitude of doctrinal and technical definitions addressing this concept, they generally converge on the understanding that artificial intelligence consists of digital software systems designed to simulate human intelligence and capable of performing precise and complex tasks with exceptional speed and efficiency.
With the continuous development of such technologies, AI has become a fundamental pillar in numerous economic, educational, medical, and security sectors. Undoubtedly, these technologies have had a positive impact on the development of legal norms. AI specialists and developers have succeeded in designing legal systems capable of playing a supervisory role in monitoring the implementation of international legal rules, as well as an advisory role in guiding states toward mechanisms for addressing the legal challenges arising from the execution of international treaties.
The significance of this study lies in the novelty of its subject matter and in its attempt to integrate artificial intelligence technologies within the legal sphere, given that the utilization of such technologies has become a necessity for any legal system aspiring to progress.
The research problem revolves around the continuous evolution of AI technologies and their remarkable success across the various sectors they have penetrated. This success raises the question of their potential use in strengthening and implementing legal rules. Accordingly, the central question addressed in this study is: To what extent can artificial intelligence technologies effectively contribute to the development and implementation of international legal norms?
The findings of this study demonstrate the significant role that artificial intelligence can play within the realm of international law, as numerous practical experiences have shown its capacity to embody a monitoring framework for ensuring the implementation of international conventions, treaties, and instruments.
