Abstract

The researcher defined the objectives of the study by identifying the most prominent factors influencing the performance of media work in the provincial offices of the Iraqi Media Network. These factors include psychological, professional, technological, legal, political, and social dimensions. The study also aims to explore the nature of work in these offices, monitor the challenges they face in carrying out their duties—whether related to infrastructure, human resources, or editorial direction—and to identify the professional standards guiding media work in the network’s provincial offices.

Furthermore, the research seeks to understand the impact of technology and digital transformation on media performance in these offices, as well as to assess the extent to which cultural and social diversity among provinces influences the nature of media content production.

The researcher employed a questionnaire as the main data collection tool, which included a combination of closed- and open-ended questions designed to uncover the factors affecting media performance. The questionnaire consisted of 36 questions divided across various thematic axes, in addition to demographic information.

The study adopted the survey method, as it is considered one of the most appropriate research approaches for such a topic. This method focuses on studying facts related to existing phenomena, events, and conditions by collecting, analyzing, and interpreting data to draw conclusions and make generalizations. The research is categorized as descriptive, as it provides a detailed account of the phenomenon under study.

Defining the research population is a fundamental step in building a scientifically sound and accurate study. The research population included all employees working in the provincial offices of the Iraqi Media Network, totaling 1,147 individuals according to statistics obtained through interviews with station managers. After applying the sampling formula, the representative sample was determined to be 288 respondents. To account for potential errors in questionnaire completion, the researcher distributed 300 questionnaires as a precaution.

The results revealed that the majority of respondents working in the provincial offices of the Iraqi Media Network were male, representing 86.1% of the sample. The most represented age group was 41–50 years, comprising 38.2% of the participants. In terms of educational attainment, the bachelor’s degree was the most common, with 61.8% of respondents holding this qualification. The findings also indicated that among the personal factors that contribute to the development and enhancement of professional competence, years of experience was the most significant, with a percentage of 27.8%.
