Administrative aspects in Ifriqiya in the book 'Al-Mu'nis' by Ibn Abi Dinar (d. 1110 AH / 1698 AD)

Abstract

          This research aims to extract, clarify, and analyze the administrative aspects reflected in the pages of the book "Al-Mu'nis fi Akhbar Ifriqiya wa Tunis" (The Companion in the History of Ifriqiya and Tunis), which were prevalent in Ifriqiya, specifically in the city of Tunis and its surrounding areas. This is done through the period covered by the book of Ibn Abi Dinar al-Ru'ayni al-Qayrawani (d. 1110 AH / 1698 AD). This book is considered an important historical source that provides valuable information about various aspects of life, including administrative organizations, state functions, and the policies followed in managing public affairs. The book "Al-Mu'nis" presents a clear picture of the system of governance and administration in Ifriqiya, showing that the administrative system relied on a well-structured hierarchy. At the head of the state was a prince or caliph, followed by a number of ministers and governors who were responsible for managing the territories under their authority. It also provides a vivid picture of the administrative organizations that were prevalent in Islamic history by reviewing fundamental concepts such as the Caliphate as the supreme authority, the Emirate as a unit of rule, the Ministry as the ruler's right arm, and the Judiciary as a guarantee of justice. The book also discusses the emergence of the position of the Mufti, the importance of the Chamberlain (Hajib), and the role of the Central Diwan in the state. The book reveals the extent of the development and complexity of administrative institutions that reflect the foundations of governance and the management of state affairs. Ibn Abi Dinar's "Al-Mu'nis" is a valuable historical document that illustrates how the state was managed and how society developed in Ifriqiya during a significant period. This study attempts to uncover the administrative aspects that were prevalent during that time.
