Jalal Talabani is widely recognized as one of the most influential figures in modern Iraqi political history. Popularly and affectionately known as "Mam Jalal" (Uncle Jalal), he stands as the first Kurdish president to govern Iraq, demonstrating an exceptional capacity to maintain political equilibrium under the most complex and turbulent circumstances. Talabani’s political trajectory originated from the depths of the Kurdish liberation movement, characterized by a remarkable intellectual flexibility that enabled him to found the Patriotic Union of Kurdistan (PUK). The PUK introduced a contemporary vision that seamlessly synthesized Kurdish national aspirations with democratic principles and international socialism.
The significance of this research lies in its exploration of a key architect of Iraq’s constitutional framework. Talabani emerged not merely as a Kurdish leader, but as a genuine engineer of national consensus. Through his legal pragmatism and long revolutionary legacy, he successfully served as a vital bridge connecting Iraq's conflicting ideological and ethnic factions.
The research problem revolves around this influential Kurdish statesman, analyzing his domestic and international relations, and his pivotal role in managing conflicts among competing components of Iraqi society. Methodologically, this study adopts a historical-analytical approach to trace Talabani’s career and evaluate the evolution of his political roles across different historical eras. Consequently, the study addresses several key questions, most notably:
How did Talabani’s early legal education and political upbringing shape his subsequent political thought?
What was the nature of the role Talabani played in drafting the transitional foundational laws and the permanent Constitution of the Republic of Iraq in 2005?
How did Talabani utilize the presidency between 2005 and 2014 to mediate and bridge opposing views among rival ethnic, sectarian, and national blocs?
What was his definitive stance on strategic issues, such as the Status of Forces Agreement (SOFA) and the judicial proceedings involving the trials of former regime figures?
The research is predicated on the hypothesis that "Jalal Talabani’s pragmatic flexibility, coupled with his legal and political legacy, constituted a decisive factor in defusing the structural crises inherent in the state-building process in post-2003 Iraq; conversely, his subsequent political absence due to health deterioration underscored the reality that communal stability was heavily dependent on his personal charismatic consensus rather than institutionalized state mechanisms."
Structurally, the research is divided into three main sections: The first section examines the biography and early life of Mam Jalal Talabani. The second section focuses on his role during the state foundational phase (2003–2005). The third section addresses his tenure as President of the Republic and his efforts in consolidating civil peace (2005–2014). Finally, the paper concludes with a presentation of key findings, followed by a comprehensive bibliography of primary and secondary sources.
