Abstract

Artificial intelligence offers practical solutions for combating cybercrime, and legal frameworks in many countries need to adapt to these advanced technological tools. The benefit of AI's preventative role in addressing cybercrime lies in a range of advantages that significantly contribute to improving cybersecurity and data protection. The main benefits of using AI in crime prevention can be summarized as follows: early threat detection, rapid and automated response to cyberattacks, prevention of unknown threats, big data analysis and pattern recognition, and improved accuracy and performance of cybersecurity systems. This research employs a descriptive-analytical approach within the field of crime prevention, a branch of criminology.

This study examines the proactive prevention and prediction of crime using artificial intelligence (AI) in Iraqi and Qatari law, employing a descriptive and comparative analytical approach within the fields of criminology and criminal policy. The study aims to assess the legislative stance of Iraq and Qatar regarding the regulation of AI use in cybercrime prevention, identifying legal shortcomings in both systems. Furthermore, it seeks to propose legal amendments or additions to enhance the two countries' ability to leverage AI within a legal framework that protects rights and prevents violations.

The study concludes that Qatar is more advanced in this area due to its significant investments in information technology and its sophisticated infrastructure. However, legal challenges hinder the full implementation of AI in combating cybercrime. A key challenge is the lack of clear legislation defining the legal use of AI in this domain. Additionally, there is a lack of coordination between Qatari security and legal agencies in applying AI technologies to combat cybercrime. Limited public awareness of artificial intelligence and a lack of necessary expertise also pose a significant challenge in both countries.
