The prohibition principle represents a guarantee that prohibits the administrative control authority from exceeding its legal authority or carrying out arbitrary actions. Licensing requirements impose conditions to ensure that the authority possesses the necessary qualifications and experience to perform its duties effectively. Judicial oversight aims to play a decisive role in the oversight process, as the judiciary reviews administrative oversight procedures to verify their compliance with the law and adherence to due legal procedures. The Public Prosecution also plays an important role by investigating complaints, initiating investigations, and taking legal measures against administrative oversight authorities that are proven to have violated the law.
