Abstract

The study concluded that the effectiveness of administrative protection is not limited to the mere existence of regulations and programs; rather, it depends on the administrative body's capabilities, the precise targeting of eligible beneficiaries, and the combating of corruption and favoritism. It also relies on strengthening oversight mechanisms and upholding the right to appeal and object, thereby ensuring that protection reaches the most vulnerable groups and provides a decent standard of living.

This study adopted a descriptive-analytical approach, exploring the concept of administrative protection of the minimum standard of living, examining its constitutional and legal foundations and its socio-economic objectives, and reviewing the administrative tools and mechanisms used to implement it. Given the multifaceted nature of the topic, the study was divided into two sections. The first section focused on the conceptual basis of administrative protection of the minimum standard of living, exploring its nature, foundations, and objectives. The second section addressed the administrative means employed to protect this minimum standard, the main obstacles they face, and the mechanisms for monitoring their effectiveness.
