Housing for Iraqi urban development staff faces multiple challenges related to weak urban planning, unstable policy frameworks, rising construction costs, and limited developable land, making horizontal housing projects a primary governmental solution due to their simpler infrastructure and social suitability. This study evaluates productivity within such projects by investigating key factors influencing implementation quality, including unit design, material performance, service efficiency, and engineering supervision, using an analytical model that integrates field assessments with benchmark productivity indicators. The findings reveal that productivity is shaped by three essential elements: institutional time-management capabilities, streamlined administrative and financial procedures, and the presence of a long-term housing strategy supported by accurate demographic and economic data. The study further indicates that enhancing productivity requires stronger institutional coordination, adoption of modern construction technologies to reduce waste and accelerate completion, and the active involvement of urban development staff in shaping housing policies to ensure alignment with their practical needs. The research provides a practical framework that can contribute to improving the performance and sustainability of horizontal housing projects within the Iraqi urban development sector.
