This research analyzes the impact of accelerated urban expansion in the city of Basra on the patterns of distribution of public services, in light of the major urban transformations the city has witnessed over the last two decades, which have been characterized by weak strategic planning and increasing demographic pressures resulting from population growth and internal migration. This unplanned expansion has led to fundamental changes in land-use patterns and a clear disparity in the efficiency of infrastructure and the distribution of basic services, including education, health, water, sanitation, and transportation. Using a descriptive-analytical approach supported by demographic and geographic data and relevant previous studies, the research reveals wide service gaps between the old central neighborhoods and the newly established peripheral areas, reflecting a breakdown of spatial justice and a limited capacity of planning authorities to respond to urban growth. The study also shows that horizontal expansion, which has not been accompanied by integrated development plans, has contributed to the emergence of residential environments suffering from service deficiencies and a deterioration in quality of life. The findings provide a knowledge-based framework that can be used to improve planning performance and guide future urban development in Basra toward more equitable and sustainable patterns.
