Governance of Generative Artificial Intelligence as a Strategic Approach to Sustaining Digital Transformation in Libraries: A Proposed Framework for Enhancing Transparency and Knowledge Accountability.

Abstract

The library and information institutions sector is experiencing a rapid acceleration in the adoption of Generative AI technologies. Despite the operational efficiency these technologies provide, they pose an unprecedented threat to the reliability and academic integrity of information institutions. The research problem manifests in the operational gap resulting from the random and ungoverned use of these autonomous generative models, accompanied by the dilemmas of epistemic opacity and algorithmic hallucination, which directly undermine the core principles of informational transparency and accountability. Consequently, this study aims to design a strategic framework for the governance of Generative AI within the library environment as a fundamental approach to achieving the sustainability of digital transformation. To fulfill these objectives, the study employs a descriptive-analytical approach to diagnose the cognitive and ethical challenges associated with generative outputs, coupled with a constructive approach to develop and engineer the proposed framework. The research seeks to establish an Agile Governance structure that bridges the gap between ethical theorization and applied technical practice, centering on the activation of algorithmic auditing mechanisms to ensure source reliability. The study concludes that the true sustainability of smart digital services in libraries cannot be achieved merely through technological acquisition. Instead, it requires a robust legislative and operational framework that transforms these technologies from absolutely autonomous tools into systems governed by cognitive accountability, thereby protecting intellectual property rights and ensuring the library's continuity as a trusted institution within the knowledge society.
