Abstract

Educational planning has become a broad field within comprehensive planning, reflecting the interconnectedness of economic and social relationships. Education is an integral part of the overall economic and social development plan, encompassing the planning process for the structure of education in its various aspects, levels, and types, all linked to the goals of economic and social development.

Therefore, educational planning involves balancing the supply and demand of the workforce according to educational and professional levels, identifying surpluses and deficits based on these levels. Planning is crucial and fundamental to the development process and human resource management, necessitating communication between economic planning bodies and educational institutions. Recently, ideas have emerged advocating for the necessity of human resource planning to provide the national economy with its required scientific and professional expertise, thereby preventing potential bottlenecks in the future. The study adopted a set of methods, tools, programs, and techniques that achieved the answer to the research questions and the problems raised in discussion in accordance with the research objective and its importance. It adopted a review of the sources and references related to the content of the research and a review of the Dhi Qar Education Directorate. It also adopted the organization, classification, summarization, and statistical analysis of the data and the creation of cross-sectional tables in the SPSS social science package program and their cartographic representation in the GIS program. It also adopted the descriptive, analytical, and inductive methods to track the phenomenon and achieve the goal of the academic research in accordance with academic principles.
