Framework Convention on Climate Change: An International Step to Combat Climate Change

International climate protection efforts have witnessed a gradual development based on a long legal and environmental legacy. These efforts constitute an extension of a long history of international action in the field of environmental protection. This process has contributed to the crystallization of established rules and principles in international environmental law, concerned with preserving the environment and regulating its sustainable use, thus achieving a balance between the requirements of economic development and the necessities of environmental protection. This development has resulted in a number of agreements and major milestones that marked turning points in the path of environmental protection at the global level, most notably the 1992 United Nations Framework Convention on Climate Change, the 1997 Kyoto Protocol, and the 2015 Paris Agreement. These legal instruments have provided a common platform for countries to work collectively to confront escalating climate challenges and establish international commitments aimed at reducing greenhouse gas emissions and mitigating the effects of climate change.
This research aims to shed light on the United Nations Framework Convention on Climate Change as an international legal framework aimed at addressing the phenomenon of climate change, which represents one of the most prominent environmental challenges of the modern era. The legal aspects and general principles established by the agreement were addressed, such as the principle of common but differentiated responsibility, the precautionary principle, and the principle of equity. The obligations of the contracting states were also analyzed according to their degree of historical responsibility for greenhouse gas emissions, with a focus on the role of developed countries in supporting the efforts of developing countries. The research relied on an analytical approach by examining the provisions of the agreement and interpreting its legal and environmental implications. It also evaluated its effectiveness in addressing the global climate threat by reviewing international efforts and implementation and monitoring mechanisms.
