Abstract

Employing a descriptive-analytical methodology, this research sheds light on the phenomenon of corruption as one of the primary challenges to good governance and sustainable development in Iraq and the Kurdistan Region. The main objective of the study is to analyze the nature of corruption and its types, and to identify the principles and practical mechanisms necessary for formulating an effective anti-corruption strategy.

The most significant findings reveal a substantial gap between legal texts and their implementation, the main causes of which are attributed to weak political will, partisan interference, and a lack of serious accountability. The research emphasizes the inverse relationship between corruption and principles such as the rule of law, transparency, and accountability. Finally, the study concludes with a set of recommendations, the most important of which are the necessity of genuine political will, strengthening the independence of the judiciary and oversight institutions, activating the role of media and civil society, and utilizing technology to reduce bureaucracy and direct contact.
