Abstract

 The subject of complete legislative deficiency is one of the important subjects related to determining the legislative jurisdiction of the legislative authority and stating the most important reasons for deficiency in this jurisdiction, reaching appropriate treatments for it with the aim of applying constitutional texts and preserving them from being violated by the legislator and supporting the principle of constitutional legitimacy, which represent the solid pillar against legislative deficiency of the legislative authority, in addition to stating the impact that this legislative deficiency has on the reality of legislation and ensuring the real protection of rights and freedoms, as this will be addressed by stating the concept of legislative deficiency in general and the meaning of complete legislative deficiency as one of the jurisdictions of the legislative authority and stating the most important reasons for this complete legislative deficiency and the impact it has in the field of legislation. The research will also shed light on the most important ways to address this deficiency by confronting its causes and monitoring for it what is possible from therapeutic solutions in a way that ensures that this deficiency is filled and avoided and that the legislative authority performs its legislative duty in the best way to achieve what society aspires to in terms of urgent public needs and interests.
